Eastern European Time (EET) is actually observed nationwide in Ukraine. However, following Russia’s war of aggression against Ukraine and the occupation of Crimea in 2014, there has been a special situation, at least with regard to Crimea: Russia introduced Moscow Standard Time (UTC+3) there. As a result, there was temporarily a de facto one-hour time difference between Crimea and the rest of Ukraine during the summer months. However, since the abolition of daylight saving time in Ukraine, this difference is, to my knowledge, no longer noticeable.
