Daylight Saving Time in Japan

In Japan, there is no daylight saving time during the summer months—the clocks are not changed. The Japan Standard Time JST (UTC+09:00) applies year-round..
Since the Fukushima nuclear disaster, the topic of daylight saving time has come up from time to time, as Japan, too, hopes that changing the clocks will lead to potential energy savings.

Time and Time Keeping in Japan

Before the so-called Meiji Era (1868–1912), each region had its own time zone. The time of day was calculated directly based on the sun’s position. Noon (12:00 p.m.) was, accordingly, when the sun was at its zenith in that region.

However, with the advent of modern transportation (railroads), this system of timekeeping led to complications. For example, a train traveling from Tokyo to Osaka would have arrived in Osaka 20 minutes before its scheduled departure time due to the time difference.

After the Meiji era, Japan Standard Time (JST) (UTC+9) (日本標準時, Nihon hyōjunji;) was introduced as the national time by decree on July 12, 1886, effective January 1, 1888. From then on, the same time applied everywhere in mainland Japan (on the main island). Eight years later, on January 1, 1896, this time zone was renamed “Standard Time” or “Central Standard Time” (中央標準時, Chūō hyōjunji).

Historically, time was calculated differently in Japan than in Europe or the rest of the world. In a figurative sense, one could even speak of a Japanese system of timekeeping. Day and night were each divided into six time periods. The six daytime hours began at sunrise, and the six nighttime hours at sunset. Depending on the season, the length of these day and night hours varied. Consequently, it was difficult (though not impossible) to construct mechanical clocks that displayed the same time independently of one another.
